People have different communication styles and in order to create a culture of participation and ownership, you need to think about how you can support your staff to contribute their ideas. 

Some staff will speak up in large meetings, others might prefer to ask questions or give feedback via a questionnaire or email. If you have the capacity and it’s an important topic, consider setting up a small committee to look at an issue. Mix up how you receive feedback and ideas, to make sure you hear from as many voices as possible.
